Health Information Privacy Policies and Procedures

These Health Information Privacy Policies and Procedures implement our obligations to protect the privacy of individually identifiable health information that the health care components of the District of Columbia (District) create, receive or maintain in their respective roles as health care provider or as health plan. We implement these Health Information Privacy Policies and Procedures as a matter of sound business practice, to protect the interests of our patients and clients, and to fulfill our legal obligations under the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and its implementing regulations at 45 Code of Federal Regulations Parts 160 and 164 (“Privacy Rules”).

Consequently, these Health Information Privacy Policies and Procedures* are published in the District Personnel Manual, as appropriate under procedures of the Office of Personnel, in such a manner that they are effective as of April 14, 2003, in compliance with the Health Insurance Portability and Accountability Act of 1996. The District of Columbia workforce is obligated to follow these policies and procedures faithfully. Failure to comply with the policy would subject the employee to discipline in accordance with Chapter 16 of the DPM and applicable collective bargaining agreements.

This policy is provided in coordination with the Office of Health Care Privacy and Confidentiality.
